PROJECT OBJECTIVES
As the City of Moreno Valley
experiences growth in the future, the current interchange at State Route 60 and
Theodore Street will no longer be sufficient. The areas immediately southeast
and northwest of the interchange are planned industrial areas and residential
areas respectively. This interchange improvement project aims to accommodate
the new developments.
With the planned industrial area there will be a large increase in the number of trucks traversing the interchange. These trucks will need to be accommodated with improved geometry and roadway capacity. The planned residential area will cause an increase in passenger car and non-motorized vehicular traffic. All of these forms of non-vehicular traffic will need to be accommodated with pedestrian walkways, equestrian trails, and bike lanes.
Class II bikeways are required per the City’s Bikeway Plan, shown in figure to the right.

Although current conditions
produce minimal pedestrian traffic, access should be provided to accommodate
future residential development zoned on either side of SR-60 as outlined in the
City’s Land Use Plan, shown in the figure above.
An equestrian trail is planned
for the east side of Theodore Street as shown in the figure above and confirmed by Moreno Valley Parks and Recreation
representative Tony Hetherman.
