CONSTRUCTION STAGING
> BACKGROUND
The objective of a construction staging plan is to provide
access to and from the affected facilities neighboring the interchange at
Theodore and SR-60 in the City of Moreno Valley during the construction
process. By breaking up the construction
into phases, we can help prevent a bottleneck effect that would be more likely to
occur if access was eliminated all at once.
> CURRENT STATE
In January of 2015, the existing bridge on Theodore St and
SR-60 was struck by an excavator that was being hauled on a flatbed truck going
westbound on SR-60. According to a
Caltrans press release, “two girders were damaged and the overpass has been
closed since that time.” Repairs on the
bridge were scheduled to begin in March of 2015 but due to a discovery of a
bird’s nest with eggs, the construction was halted. Since the complete closure of the bridge, one
lane has been opened. In order to
provide access in both directions of travel, temporary signalization has been
put in place over the bridge.
> OVERVIEW
Partial Cloverleaf Interchange
Phase 0:
Existing conditions.
Phase 1:
Construction of auxiliary lanes along SR-60. In addition, the northern intersection of the neighboring interchange at Redlands Blvd, west of the project site, is currently stop controlled. This intersection will have to be converted to signalized control during this phase in order to increase its capacity. This will be necessary to maintain an acceptable level of service throughout construction. No detour will be necessary during this first phase.
Phase 2:
New bridge at Theodore St and SR-60 will be built using precast beams. This will require closing access over the bridge temporarily. Despite that closure, all of the existing ramps will remain open to maintain partial access to the freeway. Vehicles that need to cross the bridge will be directed to the Redlands Blvd interchange via a detour.
Phase 3:
Construction of the southern section of the interchange. This will include two diamond ramps, a loop ramp, and the expansion of Theodore St. The traffic that would typically use these eastbound ramps, will be diverted to the neighboring Redlands interchange.
Phase 4:
The northern section of the interchange will be constructed. This part of the interchange will include a diamond ramp, a loop ramp and the expansion of Theodore St. Likewise, the traffic that would typically use this part of the interchange will be sent to the neighboring interchange at Redlands Blvd via a detour in order to maintain westbound access to the freeway.
